Programming Procedure on a 2023 RAV4 H Key and BLUE LED will not turn OFF at step 5

I am at step 5 of the Dcryptor Programming Procedure on a 2023 RAV4 H Key. I get through step 4 and the blue light will flash and then turn solid but when I start the car for step 5, the blue light stays on solid and the red light does not come on. I purchased this with a plug and play harness which was pretty easy and straight forward to install.

The plug and play harness had option A or option B, I was able to switch things out and get it to advance. Figured it out. Thanks.
