2013 Focus solid red and blue on programming step 8

Firmware 71.47, C1, D1, D1.6, D1.10, H2. MODEL EVO-ALL SN 001A07 012193 car will not start on step 8. I hold program button and get solid red and blue. No ignition

Looking at the service number, This is a pre programmed unit supplied by mypushcart. 

 

They provide their own tehcnical support because they pre wire harnesses and supply there own versions of the installation guide. Which I do not have access to.
