Hello,

If you continue the programming and turn on the ignition what does the blue led do?

Best regards.

blue led just stays on with ignition on, no rapid flashing.

ignition off, blue led doesn't flash slowly.
I've tried finishing the programming even without the blue led flashing rapid and slowly but still getting nothing from the module.
Does the blue led go out when you turn on the ignition at that step?
Nope, it stays on throughout.
Is it something with my immobilizer? I’m unable to start the car without the battery in the key fob.
Almost sounds like it is not getting ignition, the module takes its ignition from the OBD II conector.

Please try unplugging the obd II from both ends, inspect pins make sure they look ok, then re connect both the obd2 connectors ensure you fully seat them and re attempt programming.

If the t-harness is installed you must have the red connector plugged into the evo to start the vehicle normally.
Will do, I’ll start with the OBD2 and get back, thank you.
I have done it! It was user-error on my side the whole time. I never had the large white connector on the lower dash panel connected every time I did the programming as I had forgotten about that connector supplying power to the OBD. Thank you again Derek!
Well glad you figured it out and got it going!
