Can you help me program my starter

I can program all the way up to Step9 then the ignition will turn on but will not turn off and red and yellow leds do not alternate. Any ideas?

Check your Rx and Tx connection. Make sure when programming you turn key 1 for 3 seconds, after key 2 for 3 seconds.
